City of Toronto launches Red Tape Hotline for businesses

Businesses operating in Toronto can now report their experiences with red tape or regulatory burdens encountered at the municipal level such as cumbersome municipal processes, permitting delays and duplicative or outdated by-laws. This four-month pilot supports efforts to modernize regulations and streamline services under Toronto’s Economic Action Plan.

Submissions are open until Sunday, November 30, 2025. 

The form will allow business owners to directly report burdensome municipal processes, permitting delays, and duplicative or outdated by-laws. The initiative supports the implementation of the Action Plan for Toronto’s Economy, adopted by City Council in late 2024, which identified regulatory modernization and service streamlining as essential steps in making Toronto a more business-friendly city.

This four-month pilot supports efforts to modernize regulations and streamline services under Toronto’s Economic Action Plan. Businesses are encouraged to share their experiences to help improve how the city works.
